ACE mail Entry Type 13 test relaxed: complete PGA data may be omitted temporarily (procedural)
CBP modifies the Entry Type 13 (electronic informal entry for international mail) test in ACE, which began September 22, 2026: filers may temporarily transmit an entry without complete electronic PGA (Partner Government Agency) data so they can start using the pathway while building PGA submission capability. The test covers international mail shipments valued at $2,500 or less (incl. formerly de minimis-eligible goods and trade-remedy shipments under Section 232/301); additional data for Chapter 98/99 duties or FTA duty-free claims must still be transmitted. Effective October 22, 2026; CBP will announce the end of temporary acceptance in a future FR notice. Procedural entry-process change only — no tariff-rate changes (91 FR 66707).
Scope
International mail shipments (entry process; procedural)
