FMC renewal of the Carrier Automated Tariffs information collection (46 CFR part 520, Form FMC-1) — 60-day comment request (procedural)

The Federal Maritime Commission (FMC), under the Paperwork Reduction Act, opens a 60-day comment period on the renewal of the information collection for Carrier Automated Tariffs (46 CFR part 520, OMB 3072-0064, currently approved through 2027-01-31) and the related Form FMC-1 (91 FR 65553; comments due 2026-12-14; docket FMC-2026-0431). Review type: extension with change — burden estimates are raised because the number of respondents has grown, and Form FMC-1 remains electronic but is being folded into the agency's ServiceNow modernization platform. Burden estimates: ~9,324 carrier automated tariffs, 189,134 annual responses, 0.017–2 person-hours per response (~0.25 for Form FMC-1), 4,740.03 total annual person-hours. Under section 8(a) of the Shipping Act of 1984, common carriers and conferences must keep their rates, charges, classifications, rules and practices open to public inspection in an automated tariff system — this notice is the paperwork-approval renewal of that obligation, i.e. procedural only, with no duty-rate change.
