CBP proposed rule on advance traveler information for rail (rail APIS): comments requested (procedural)

U.S. Customs and Border Protection (CBP) issued a notice of proposed rulemaking (91 FR 64840; Docket USCBP-2026-0992, RIN 1651-AB60): proposed new subpart K of 19 CFR part 123 (eight sections) would require rail carriers to transmit to CBP an advance notice of arrival or departure for any train entering, leaving, or transiting the United States with a traveler on board, plus advance electronic traveler information for each passenger and crew member — converting the current voluntary rail/bus APIS submissions into a mandatory requirement (OMB collection 1651-0088 would be amended; estimated ~141,381 additional annual responses and 6,512 burden hours). Comments are due December 14, 2026. Procedural rulemaking notice on border-security filing procedures — no tariff-rate changes; no specific duty values are given, see the FR text.
